The New York City Business Integrity Commission (BIC) is the agency that regulates and monitors businesses involved in waste hauling, public wholesale markets, and other industries vulnerable to corruption or organized crime.

For home improvement contractors, BIC becomes relevant when you haul or transport construction debris or waste. If your business disposes of job-related waste using your own vehicle, you must register with BIC as a Class One Self-Hauler. This registration ensures you’re complying with NYC’s rules for safe, legal waste handling and disposal.
