The Department of Consumer Affairs was the former name of New York City’s agency responsible for licensing and regulating home improvement contractors. DCA enforced the Home Improvement Business Law, handled consumer complaints, issued violations, and oversaw contractor licensing standards.

In 2020, the agency expanded its mandate to include worker-protection duties and officially became the Department of Consumer and Worker Protection (DCWP). Any references to “DCA” in older contracts, forms, or guidance documents refer to the same agency under its previous name.
