Home Improvement Contractor Affirmation

The Home Improvement Contractor Affirmation is a DCWP-required form that contractors must submit when their business is not certified under the EPA’s lead-safety programs. The form publicly affirms that the contractor is not performing any work that requires federal lead certifications under either:
The EPA Renovation, Repair, and Painting (RRP) Program, or
The EPA Lead-Based Paint Activities (Lead Abatement) Program
If a contractor is not certified under one or both programs, DCWP requires this form as part of the HIC licensing process. By signing it, the contractor confirms three things:
The business is not required to hold RRP or Lead Abatement certification (one or both boxes are checked accordingly).
If the contractor ever takes on work that does require EPA certification, they will notify DCWP within five business days and provide proof of certification.
They understand that any false statement on the affirmation is a criminal offense punishable by fines or imprisonment.
This form ensures contractors acknowledge their obligations under federal lead laws and prevents unqualified businesses from taking on lead-sensitive renovation work.
