Prime Contractor

A prime contractor is the main contractor hired directly by the homeowner or tenant to perform a home improvement job. They are the party responsible for the entire project—from securing permits to managing subcontractors—and are legally accountable for making sure all work complies with NYC laws and codes.

Under DCWP rules, the prime contractor must:

• Obtain all required permits

• Maintain proper records

• Use project funds only for job-related expenses

• Hire only licensed subcontractors

• Ensure the work is performed skillfully and completed as agreed

If something goes wrong, the prime contractor—not the subcontractors—is the one held responsible for delivering the job properly and complying with city regulations.
